Voluntary Youth Service Agreement (VYSA)

The Voluntary Youth Services Agreement (VYSA) provides youth aged 16 and 17 with access to protection services when they cannot live safely at home or lack a parent or guardian to care for them.

VYSA agreements allow youth to access housing, counselling, education, and life-skills supports while maintaining their independence and having a voice in their care planning.

This change followed Ontario’s decision in 2018 to raise the age of protection from 16 to 18, allowing more youth to access the full range of child protection supports and safe out-of-home options when needed.
